[IL] Long term Utilization issue in Quad Cities (Moline)

I've been a Mediacom customer for many years and my Internet speeds were always good until a little less than a year ago. At some time in early 2015, speeds dropped dramatically and have never been improved. Specifically, during peak hours (usually between 6pm-midnight), my download speed always hovers in the 5-8mbps range. There for a while, I would still max out at 100mbps in the middle of the night or mornings (I have 100mbps download tier), but not lately, I'm not even doing that. Barely getting above 50 during non-peak hours, while still hovering at ~5mbps during peak. This makes HD streaming very difficult when my family wants to watch shows, and it is not even in the ballpark of the tier I'm paying for. I've been in contact with MediacomChad about this for many months, and he has always been responsible and apologetic. There were promises of a congestion fix before the end of last year, and now the latest promise is 3/15 (which I honestly think is just another delay to get me off their back). He did give me a partial credit for two months, but the fact that this has been going on for almost a year (and getting worse) is unacceptable. I'm in the Moline, IL market and my signals are all good. I have a high end router and my own Motorola modem that is functioning properly. It's obviously a utilization issue and was acknowledged as such. And as a a customer paying for the 100mbps tier of service, I am very disappointed this has been going on so long. But of course, it's not unexpected since there's no competition in this tier of service for Internet in our area. I've been as patient as I can be, and I'm not expecting 100mbps during peak hours. But I am expecting MUCH more than 1/20th of my download speed - somewhere in the 30+ range during peak hours would even be acceptable to me. But I'm tired of all of the promises of node splits and capacity upgrades that just haven't transpired in almost an entire year.
