Some Clear QAM channels stutter on Windows 7 MC/Hauppauge HVR-1600

I'm trying to get my HVR-1600 tuner working. I'm running Windows 7 Media Center 64-bit on a Dell Optiplex 960 with an Intel E8600 Core 2 Duo processor at 3.33 GHz, 4 GB RAM, 250GB hard drive, with a Dell/NVidia GeForce GT330. Drivers are up to date. The TV Tuner is a Hauppauge HVR-1600. This is running on a 100% clean install of Windows 7. My issue is: Certain HD ClearQAM channels do not work. Others work fine. KWWL (114.1 1080i) and its subchannels (114.3 MeTV, 114.2 This, both 480i) work very well. No stuttering at all KFXA (115.4 720p) has a ton of stuttering/pixelation KGAN (114.6 720p) works well, as does subchannel 114.8 GetTV KCRG (115.2 720p) does not work. KCRG 9.2 (115.6) and 9.3 (115.10) also are unwatchable due to stuttering/pixelation. 9.3 is especially bad. What could be the issue here? It doesn't seem like its 720p vs 1080i, because some 720p channels work fine, others are unusable. The stuttering shows up on recordings, just as it showed up live. All channels work fine on two TVs that we have. I ran Hauppauge Signal Strength tests: http://imgur.com/a/8f8Dn The signal strengths of the affected channels was slightly lower. The number of correctable and uncorrectable errors was significantly higher. I have three of these cards. The issue is the same on all of them. The issue isn't present on a Diamond Multimedia card.
