I can't ping 199.247.42.172 - despite it being a public IP and being able to ping it from remote hosts successfully on non-mediacom connections. This is a Symnatec IP space, and I have no idea why they would filter this traffic.
When I turn on my VPN or go on a different network - viola, I can reach it. But I need to reach this IP for work, and can't have a VPN on my work computer. I am certain this is Mediacom's issue, as my tracert shows it dropped beyond my router:
