Constant Latency Spikes

I'm getting the same issue that gaberm1972 is having and have for almost a year now. I am on a gigabit plan and I have tested multiple modems, routers, coax and Ethernet cables. My current setup is an ASUS RT-AC88U and an Arris SB8200. I've tried testing with every device but a computer testing it turned off or unplugged from the router, I've tried plugging directly into the modem(s), same result either way. The 2nd to last time they came out they actually made the problem worse. They took the MOCA filter off my cable down in the wiring room for my apartment building and then scheduled maintenance as they were seeing signal issues. After this visit and that maintenance no online games are playable at all. It was bad before but now it's just constant. Depending on the time of day we will see random latency spikes up to the hundreds of ms every couple seconds. I have over a year of back and forth with techs on Twitter and just recently had another tech come out, do nothing and tell me it is the node being oversubscribed. Now they are charging me for that visit even though when I initially scheduled it they said I would be charged if it was a wiring issue on my end, it wasn't from what the tech told me, he said it was over-utilization... So I got on a live chat and the notes from the tech say there were no problems so they are charging me for it. So the tech lied to me. Great service guys...
