[IA] Frequent Modem resets

A couple of weeks ago I began to have issues with my modem resetting itself often. This would happen at numerous times during the day. I have had a tech out to look at the cables and it seemed to be working for a short while. Then the disconnects came back. I switched some of the cables around that we had to make sure those weren't the issue. The problem was still persisting so I went ahead and switched out the old modem(Motorola SB6141) for a Zoom 5341J to see if that was the cause. Even after replacing the modem I am having issues.
